The system comprises a database, a state parameter selection module, a coordinated evolution simulation module, a development index calculation module and a coordination type determining module; the database stores original land utilization data of a target region; the state parameterselection module calculates the gray relation degree and selects four types of indexes with highest gray relation degrees in each subsystem as state parameters; the coordinated evolution simulation module calculates a relaxation coefficient according to index data of the state parameters, and selects six types of state parameters whose absolute values of the relaxation coefficients are minimal asorder parameters; the development index calculation module calculates a development index according to index data of the order parameters, and obtains the annular change speed of the development index of each subsystem by fitting according to years; and the coordination type determining module determines a coordination type of the target regional system.
