A refillable container (1)comprises: an outer container (3) that has an opening (2) at the top; a cover (4) that closes the opening (2) of the outer container (3); a paper inner container (5) that accommodates liquid content therein and that is accommodated in the outer container (3) so as to be replaceable when the liquid content is depleted; and a dispensing pump (6) that is provided in the cover (4) and that takes in the liquid content in the inner container (5) accommodated in the outer container (3) and dispenses the liquid content to the exterior. An intake tube (16) of the dispensing pump (6) is inserted into the inner container (5) when the opening (2) of the outer container (3) is closed by the cover (4). The cover (4) comprises a cylinder wall (13) that fits to the outer circumference of the outer container (3).
