The method comprises the steps that: the terminal device determines a first moment of a first downlink message, and determines a second moment of the first downlink message; the terminal device determines a third moment of a first uplink message, and determines a fourth moment of the first uplink message; and the terminal device determines the time deviation between the terminal device and the network device according to the first moment, the second moment, the third moment and the fourth moment.
