The community switching method comprises the steps that a first RSRP value measured by a user terminal UE and corresponding to the service community, and a second RSRP value corresponding to the target community can be received; the first RSRP value and the second RSRP value are respectively inserted with the corresponding punishment value so as to obtain a third RSRP value corresponding to the service community and a fourth RSRP value corresponding to the target community; if the third RSRP value and the fourth RSRP valueaccord with the switching condition of the preset community, the UE will be switched from the service community to the target community. The invention is advantageous in that when the user terminalsrapidly moves between the service community and the target community, fast uploading and downloading rate can be maintained, and the probability of power down at the user terminal can be effectively reduced; the switching success rate of the user terminal between the service community and the target community can be raised, and user experience can be further improved.
