The method comprises: a BMP may determine a multi-objective optimization function group according to a target business and a plurality of indexes to be optimized, thereby determining efficient solutions for the multi-objective optimization function group, wherein the efficient solutions comprise a plurality of charging rules for the target business; the BMP may also predict potential users of a package offer that includes the target business, and compute a value for each index of the plurality of indexes to be optimized of the potential users for each of the plurality of charging rules, thereby determining as a target charging rule the charging rule corresponding to the value of the index to be optimized that meets an optimization objective. By means of embodiments of the present invention, a BMP can obtain a plurality of charging rules at one time without repeatedly adjusting weights of indices to be optimized, so that the efficiency of determining a charging rule for a target business in a new package offer can be improved.
