The preparation method includes following steps: dissolving chitosan in an acetic acid buffer solution and an alcohol mixed solution, adding lauryl aldehyde to adjust pH value to 4-6 after chitosan is completely dissolved, adding sodium borohydride, stirring for reaction at normal temperature for not less than 12h, adjusting pH value to 7-9 to separate out hydrophobic modified chitosan, using alcohol solutions different in concentration to wash hydrophobic modified chitosan, centrifuging, drying to obtain hydrophobic modified chitosan solid, and dissolving the hydrophobic modified chitosan solid in the acetic acid buffer solution for standby use; preparing a surfactant solution; preparing the high-stability oil spill dispersant. The high-stability oil spill dispersant prepared by adopting the method is long in stabilization time, so that consumption of surfactant in the oil spill dispersant is reduced, and damage to environment caused by high consumption of the oil spill dispersant is lowered.
