Meander-line metal grids arranged according to periods are prepared on upper, inner and lower metal grid layers respectively, adjacent metal grids are separated via air slots whose width is the same with that of the metal grids respectively, the inner metal grid layer is prepared between upper and lower foam medium layers; the upper foam medium layer is adhered to the upper metal grid layer, the lower upper foam medium layer is adhered to the inner metal grid layer, and the lower metal grid layer is adhered to the lower foam medium layer; and an electric field is polarized horizontally, the included angle between a vector direction of the electric field and a meander metal grid is 45 degree, and after polarization change by the meander-line metal grids of the upper, inner and lower metal grid layers, and linearly polarized waves can be converted to left-hand and right-hand circular polarization waves.
