With the method and apparatus, a reliable data support can be provided for optimizing a network structure reasonably, reducing cell interference, and lowering the operation and maintenance cost. The method comprises: an engineering parameter of each base station in a road test region at least including a target region as well as network data information of each 3G cell in a 3G base station coverage range established at the same site as the base station is obtained; a value coefficient for each cell in each base station coverage range in the target region is calculated; all structural base stations in the target region are determined; a total coverage effective rate of all structural base stations in the target region is calculated; and if the total coverage effective rate of all structural base stations in the target region is larger than a preset coverage rate, the structural base stations in the target region are determined to meet the coverage requirement.
