A vehicle velocity estimation method based on three kinds of data fusion is given by taking highway vehicle velocity based on mobile phone signaling estimation as basic data and combining data obtained from an induction coil type vehicle inspection device and GPS positioning data of floating vehicles (such as passenger vehicles, highway passenger vehicles and hazardous material transportation vehicles). According to the method, existing mobile communication facilities and vehicle inspection device resources are fully utilized, additional detection devices do not need to be installed, road condition estimation covering the whole road network can be obtained at low cost, and all-weather real-time road condition collection is achieved.
