The invention provides a black-start coordination apparatus and method of a wind power plant. The apparatus comprises an EMS, an SCADA system and a wind power plant black-start coordination system. The steps for a black start by use of the apparatus comprise: when a power system generates a fault and fails, a wind power plant black-start coordination system, through real-time monitoring data of each blower fan branch, sent by the EMS and energy storage apparatus load information monitored by an SCADA module, determines whether a condition for the back start by use of a blower fan is satisfied; and under the condition that the back start is performed by use of the blower fan, data in the whole wind power plant is searched through the EMS and the SCADA system, a whole black-start process is controlled through interaction among the wind power plant black-start coordination system, the EMS and the SCADA system, and thus the whole black-start process is completed. By use of the technical scheme provided by the invention, the success rate of the black start of the wind power plant can be improved.
