The method comprises the steps: obtaining the virtualization type information of the user hand-held equipment, wherein the virtualization type information comprises part-state virtualization information and full-state virtualization information, and the user hand-held equipment is provided with a corresponding virtualization sample at a network side; determining that a function provided by the user hand-held equipment according to the virtualization type information through the virtualization sample needs the support of a resource in the user hand-held equipment; obtaining the state information of the user hand-held equipment, and determining the unavailable time of the resource according to the state information; searching a substitution resource of the resource; and adjusting the control logic of a business link where the user hand-held equipment participates according to the substitution resource.
