The device comprises the holding handle and a rotary tiller frame, wherein the holding handle is back-and-forth movably connected with and arranged on a connecting block which is provided with a plurality of positioning holes; a positioning rod is connected with and arranged on the holding handle; the positioning rod matches with each positioning hole to position a pitching position of the holding handle and can move to match with different positioning holes so as to adjust pitching positions of the holding handle; the connecting block can drive the holding handle to be leftward-and-rightward movably connected with and arranged on the rotary tiller frame; a steel sheet is fixedly arranged on the connecting block; the outer side of the steel sheet is provided with a spring gasket; and the steel sheet penetrates the spring gasket through a screw and is fixedly arranged on the rotary tiller frame by matching with an internal threaded hole formed in the rotary tiller frame.
