The device comprises a microwave generator, a rectangular waveguide tube, a liquid-phase discharge electrode, a reactor, a feed tube, an exhaust tube, a gas collecting tube, a raw material tank, a composite vacuum gauge and a metal sleeve. The reactor is made of a quartz material or a ceramic material or a mixture of the quartz material and the ceramic material. The upper portion of the reactor is connected with the composite vacuum gauge, the feed tube and the exhaust tube. The other end of the feed tube and the other end of the exhaust tube are connected to the raw material tank. The lower portion of the reactor vertically penetrates through the rectangular waveguide tube and is nested in the metal sleeve, and the metal sleeve is welded to the lower portion of the rectangular waveguide tube. The liquid-phase discharge electrode is arranged in the metal sleeve. One end of the rectangular waveguide tube is connected to the microwave generator.
