The system includes a driving control system, a safety control system and an insulation mechanism, wherein the safety control system is used for controlling the distance between the robot and an insulator string in the safety distance and for in real time detecting water pressure and conductivity in a rinsing process on the base of factors which affect insulation safety; an ultrasound sensor and a magnetic field distance measuring sensor are installed on four surfaces of the tail end of a mechanical arm and used for detecting the distance between the tail end of the mechanical arm and charging equipment, a laser distance measuring instrument and a hydraulic giant are in parallel arranged and used for in real time detecting the length of a water column in the rinsing process; the insulation mechanism comprises an insulation support, an insulation bracket and an insulation forming shell.
