According to the method, a pretreatment sea water pump pumps pretreated sea water in a sea water well into a sea water tank; low-pressure reverse osmosis desalination and high-pressure reverse osmosis desalination are performed step by step; a mechanical vibrator and compressed air are used for stirring sea water in a reverse osmosis membrane core, and when the reverse osmosis membrane core is blocked to certain extent, energy generated through backwash of the reverse osmosis membrane core is recovered with a reverse osmosis sea water desalination manner. For the reverse osmosis sea water desalination device adopting concentration polarization instead of energy recovery to discharge concentrated sea water timely, the concentrated sea water can be discharged timely according to the concentration polarization principle in the processes of low-pressure reverse osmosis desalination, high-pressure reverse osmosis desalination and backwash. After multiple times of backwash of the reverse osmosis membrane core, back blowing through is performed once on the reverse osmosis membrane core by a roots blower.
