According to the method and the device, the data retransmission rate of the PDCP within a period of time in the early stage of data retransmission can be reduced, a state report sent by the PDCP of UE (User Equipment) is waited in the retransmission process, and data which truly need to be retransmitted are re-determined, so that waste of a great number of air interface resources caused by transmission of excess PDUs which are transmitted before reestablishment is avoided.
