The hoisting speed detection device is used for detecting the rope retracting / deploying speed of the hoisting mechanism. The controller is used for obtaining the retracting / deploying speed of the hoisting hook according to the rope retracting / deploying speed of the hoisting mechanism and the telescoping speed of the tail end of the arm rest. The output device is used for outputting the obtained retracting / deploying speed of the hoisting hook.
