The device comprises a vehicle driving state detection unit, a danger warning and control unit, a vehicle-mounted mobile-phone detection unit and an internal mobile-phone driving mode control unit, wherein the input end of the vehicle driving state detection unit is connected with a speed sensor, and the output end of the vehicle driving state detection unit is connected with the vehicle-mounted mobile-phone detection unit; the input end of the danger warning and control unit is connected with the output end of the vehicle-mounted mobile-phone detection unit; the output end of the vehicle-mounted mobile-phone detection unit is connected with the input end of the internal mobile-phone driving mode control unit; the vehicle driving state detection unit is communicated with the danger warning and control unit.
