The method for achieving the video interactive voice response service and the service control points comprise that after telephone traffic incoming call, the service control points acquire uniform resource locator (URL), add a serial number after the URL to send to a hypertext transfer protocol (HTTP) server, and generate postfix data for the URL, and the postfix data are inserted in a URL address postfix table which regard the serial number as an index; after the HTTP server receives the URL and the serial number, according to the serial number inquiring the URL address postfix table, corresponding postfix data is acquired to play video for a call subscriber according to the URL and the postfix data. The method for achieving the video interactive voice response service and the service control points supply a set of convenient and fast development environment to a video service developer, the video service developer just needs to pay attention to a video menu process and has no need to understand intelligent network knowledge; compared with the traditional Service Create Environment (SCE) video service, the service developed by the World Wide Web (WEB) has better image quality and richer image-text expression.
