A flexible rope is connected between the pillar and the base. Due to a certain distance exists between the hinge joint of the base and the pillar and the ground, a stable triangular structure facing blown sand is formed to share wind force as well as a sufficient sand containing space is reserved below the base. As the blown sand easily converges on the hinge joint, the space is large enough to prevent a large deal of the blown sand from easily converging on the hinge joint so that the blown sand retaining plate can not be elevated rapidly.
