[0035] In order to increase the number of devices that can attach to the network, the International Mobile Equipment Identity (IMEI) is used in addition to the IMSI in order to create a unique identifier for each terminal. The IMEI is a number unique to each 3GPP mobile device. It is generally used to identify a mobile terminal to determine whether it is on a blacklist of stolen terminals. If so, it is possible to prevent a stolen mobile terminal from accessing the communication network, regardless of whether the SIM associated with the mobile terminal has changed. Note that the IMEI is only used to identify the terminal and has nothing to do with the IMSI, although the combination of the IMEI (by checking that it is not on the blacklist) and the IMSI is commonly used to determine whether a subscriber is able to connect to a particular communication network using a particular mobile terminal.
