By adoption of the insulating cylinder, the cascade high-potential energy supply device can be isolated from external potential. The cascade high-potential energy supply device can be arranged between a high-voltage part of an on-line monitoring device and a mains supply, so the problem about power supply for the high-voltage part of the on-line monitoring device is solved.
