The method is characterized by comprising: prolonging a section of regulating ring from the tail of each dynamic sealing fin; configuring a front end cover of a half structure at the periphery of each dynamic sealing fin, moving towards the dynamic seal grooves until inserting the fixed sealing fins on the front end cover into defined positions in the cavities of the dynamic seal grooves; and pushing and pulling the regulating ring on the dynamic sealing fins to regulate to an accurate position.
