The system for releasing the short messages/multimedia messages comprises a WEB service module, a database module, a short message/multimedia message transceiving module, a position module and a content scheduling module, wherein the WEB service module is used for entering the order relation between short message/multimedia message contents and a user, setting and storing the priority and the releasing mode of each short message/multimedia message and the associated relation among the short messages/multimedia messages to the database module, and releasing the short message/multimedia message contents to form formal and available short message/multimedia message contents; the position module isused for acquiring the number and position of the user entering a releasing area; and the content scheduling module is used for releasing the short messages/multimedia messages by adopting a preset releasing strategy according to stored information and the user number and position information which are sent by the position module. The system and the method support two modes of position triggeringreleasing and active releasing, can adopt the preferential strategy to support the associated function among the short messages, is favorable for the competition among advertisers, strengthens the advertising effect, and expands benefits of the advertisers and operators.
