The method comprises the following steps: when QoS of service with which a link of a detected network meets is judged out, adding the detected network into an optional set; acquiring a position signal of a terminal in each network coverage range, judging needed handover through whether the position signal meets an access threshold value of the detected network and the moving direction of the terminal in the network, then judging whether more than two optional networks exist in the optional set, if existing, carrying out intersection address COA configuration to acquire S-BU signaling, and carrying out soft handover through the optional networks; and if one optional network exists, carrying out access address COA configuration to acquire BU signaling, and switching to the network. The method can realize complete switch flow, has simple algorithm, is easy to realize, combines user preferences, and is convenient to use and humanized.
