The method of the invention provides real-time scores if the users enter the blacklist and chat, and correspondingly adjusts the lockout time of the users if the present accumulative scores of the users exceed presupposed threshold values. The system of the invention comprises a filtering database,a lockout-time device, a rule setting device, and a management device. The management device provides real-time scores for the users chatting in the blacklist according to the scoring rules presupposed by the rule setting device and correspondingly adjusts the lockout time of the users recorded by the lockout-time device when the present accumulative scores of the users exceed presupposed threshold values. The invention enables the users who are misjudged and listed in the blacklist to return to normal chat as early as possible and gives corresponding disciplinary punishment to advertisement senders according to the behavior of the advertisement senders.
