The operation distributing system includes one operation flow managing server, several client terminals connected via the dispersive computer network to the operation flow managing server, one operation flow managing program running in the said operation flow managing server and comprising one role and user managing module, one operation process selecting module, one operation flow step judging module, one user designating module, one communication module and one Web interface module. The user can manages operation process, send message and upwards transmitting or downloading documents via the Web interface module. The said system and method makes it possible to realize automatic management of operation process, and to manage the circulation of file and relevant information in different departments.
