The device comprises a main control unit used for controlling the discharging of a supercapacitor, a voltage detection unit used for detecting the voltage of the supercapacitor, a current detection unit used for detecting the discharge current of the supercapacitor, an inversion unit used for controlling the on-off state of a discharge loop of the supercapacitor and the selection of the discharge loop, and a motor unit used for discharging energy of the supercapacitor. The input of the inversion unit is connected with the supercapacitor, and three output terminals U, V and W of the inversion unit are respectively connected to three input ends of a three-phase stator winding of the motor unit. The energy of the supercapacitor is discharged through the inversion unit and the motor unit. According to the invention, constant-power discharge in the full discharging process of the supercapacitor can be realized, and the actual capacity of the supercapacitor can be calculated in the discharging process to serve as a basis for evaluating the health state of the supercapacitor.
