The method comprises the following steps: collecting new energy power generation installation scale, output characteristic data and subsystem peak regulation cost in a researched system, wherein the total cost of the system is composed of the sum of the cost of each subsystem, and an objective function is constructed with the minimum peak regulation cost of the whole system; and establishing a mathematical model by considering the electricity abandoning rate constraint and the line / section transmission capability constraint, and calculating and solving through a simplex method to obtain the optimal effective capacity of the system. According to given subsystem new energy outputdata, in combination with the peak load regulation cost of the subsystems, the minimum total peak load regulation cost of the whole system is taken as an objective function, constraints such as the electricity abandoning rate and the power transmission capacity are considered, an optimization model is solved through a simplex method, and the effective capacity of the system is obtained.
