A first telescopic shaft is driven to stretch and retract back and forth throughstretching and retracting of a first air cylinder. A first connecting rod is respectively connected with the hinges of the first telescopic shaft and a first clamping block, the first connecting rodis driven to move, therefore the first clamping block is driven to move left and right in a second sliding groove so as to clamp a lower fixing block of the garbage can, and the purpose of preliminaryfixing is achieved. A first threaded rod is made to rotate by adjusting a first screwing rod.
