The system comprises a mode-locked laser, a first optical beam splitter, a first electro-optical modulator, a second electro-optical modulator, a third electro-optical modulator, a signal generator, a first direct-current power supply, a second direct-current power supply, a third direct-current power supply, a second optical beam splitter, a third optical beam splitter, a fourth optical beam splitter, a coarse quantization module and a fine quantization module. By using the photon analog-to-digital conversion system and method based on the hierarchical quantization principle, compared with a traditional photon analog-to-digital conversion system, a coarse-fine two-stage quantization mode is used to realize exponential secondary growth of quantization stages on thebasis of a same number of MZMs so that bit precision of the analog-to-digital conversion system is greatly improved, and meanwhile, the system has characteristics of a simple structure, easiness in integration and the like.
