The method includes: determining, by a terminal, that a target secondary serving cell in the n accessed secondary serving cells has a beam failure, where n is a positive integer; sending, by the terminal, a first MAC CE signaling to a base station, wherein the first MAC CE signaling includes a beam failure indication message. The embodiment of the present disclosure provides a reporting scheme when a terminal has a beam failure in the secondary serving cell, and implements reporting of the beam failure of the secondary serving cell.
