A telecontrol device forwarding table is configured by a power station according to a presetregulation information corresponding table; a whole station system configuration file SCD is imported by a a simulation host of an intelligent point-to-point device to obtain a model file for the intelligent electronic devices in the whole station through the SCD, then the intelligent electronic devices in the whole station are simulated by the model file, and manufacturing message specificationMMS messages for the telecommands of the intelligent electronic devices in the whole station are sent to the telecontrol device; the telecontrol device is triggered by the intelligent point-to-point device so that the telecontrol device converts the MMS messages into IEC104 signals to a main station in batch according to the telecontrol device forwarding table; a history record file is generated by the main station according to the received IEC104 signals; the acceptance result of the telecommand signals is obtained by the main station or power station according to the history record file andthe preset regulation information corresponding table.
