The throttling device comprises a valve body and a valve element, a through cavity is formed in the valve body, a first connecting port and a second connecting port which communicate with the through cavity are formed in the valve body, the valve element is movably arranged in the through cavity, a plurality of communicating holeswith different hole diameters are formed in the valve element, and the plurality of communicating holes with the different hole diameters are staggered, so that after the valve element is moved, eachcommunicating hole can independently communicate with the first connecting port and the second connecting port. According to the throttling device, the plurality of communicating holes with the different hole diameters can be correspondingly and independently communicate with the first connecting port and the second connecting port by moving the valve element, and then adjustment of the throttlinghole diameter of the throttling device is achieved. By adopting the technical scheme, the combination ofaccurate throttling of the throttling device and flexible adjustment of the throttling hole diameter of the throttling device is achieved, thus, the throttling device can be used for flexibly, conveniently and accurately adjusting the throttling hole diameter according to the heat load change of an air conditioning system, and then the liquid supply amount of an evaporator is adjusted.
