According to the embodiments of the invention, the method includes the following steps: receiving an access request sent by a client based on a preset two-dimensional code; obtaining, according to the access request, an identifier of the client, accessed data resources and historical identifiers, wherein the historical identifiers are client identifiers of data in data resources that has been downloaded according to the two-dimensional code; finding an identifier of the client in the historical identifiers; if the identifier of the client is not found in the historical identifiers, determining target data in to-be-selected data in the data resources, wherein the to-be-selected datais data that has not been downloaded by any client in the data resources according to the two-dimensional code; returning the target data to the client. In the scheme, the two-dimensional code is usedas a medium of data downloading and different clients are distinguished quickly by client identifiers, so that orderly access of data resources and differential downloading of data in a server are realized and the efficiency of data downloading is improved.
