The system is characterized in that high-pressure bypass steam in the system drives a peak regulation generator to generate electricity through a backpressure steam turbine firstly, the quantity of electricity sent by the peak-regulation generator can be supplied to an electric boiler, and the electric boiler converts electric energy into heat energy of a heat exchange medium and then transmits the heat energy to heat-supply network circulating water, meanwhile, exhaust steam of the backpressure steam turbine can be used to heat the heat-supply network circulating water, so that the gradient utilization of the energy is realized, and compared with a high-pressure bypass temperature and pressure reduction heat supply scheme, the energy utilization rate is relatively high; during electricity utilization valley of a power grid, the exhaust steam of the backpressure steam turbine and the electric boiler are used to heat the heat-supply network circulating water, so that the heat supply capacity of an unit is greatly improved, thermo-electric decoupling is realized, during the electricity utilization peak of the power grid, the output of the backpressure steam turbine is reduced, the climbing capacity and the load response speed of the unit areimproved, and the flexibility of power grid dispatching is improved.
