On the basis of a distribution network lightning location system (LLS),a distribution network fault management system and a distribution network GIS system, an integrated cloud-to-ground lightning density analysis map including a distribution network line and an integrated lightning current amplitude analysis map are drawn by considering thunder-and-lightning and cloud-to-ground lightning density distribution, lightning current amplitude data and historical thunder fault rate of a distribution network line comprehensively; a quantitative analysis is carried out on the monitoring device installation priority based on an analytic hierarchy process; and then a distribution network lightning monitoring device distribution plan is determined by combining actual working conditions. According to the invention, the method has the following advantages: a simple and effective lightning monitoring device distribution plan decision-making method is provided by considering various factors comprehensively and using the analytic hierarchy process; the instructional advice is provided for the lightning monitoring work of the distribution network; the method can match most of existing power supply management systems and has the great practical application value; and the effectiveness and economy of the lightning protection work of the distribution network are improved.
