The method comprises steps of: 1, using a micro gas turbine unit, a small-scale hydroelectric generating unit and a flywheel energy storage system as a frequency modulation unit; 2, establishing a load frequency control model corresponding to the micro gas turbine unit, the small-scale hydroelectric generating unit, the flywheel energy storage system, wind power generation, photovoltaic power generation and a user load; 3, establishing a micro-grid MDP mathematical model for any region of an island two-region multi-source micro-grid; 4, acquiring data required by source-load coordinated frequency modulation of the island two-region micro-grid; and 5, solving the MDP mathematical model by using a simulated-annealing-based Q learning theory algorithm.
