The method comprises the following steps of determining a responder transmission system reliably evaluation index; obtaining dynamic factors which affect the responder transmission system reliably evaluation index; constructing an Matlab simulation result which is obtained through affecting the dynamic factors by a train operation speed; according to the Matlab simulation result, constructing a responder transmission module BTM message layer decoding process and performing evaluation, thereby obtaining a BTM message layer decoding success rate; calculating a reliability evaluation indexresult of the responder transmission system according to the BTM message layer decoding success rate and realizing reliability evaluation of the responder transmission system. The reliability evaluation method in a BTM message layer decoding process is constructed; a universal expression for the BTM message layer decoding success probability is generated; and accurate evaluation for system reliability is realized through calculating a system reliability evaluation index, namely a correct decoding incapability probability of the BTM message layer.
