According to one aspect, in the embodiment of the invention, the base station generates a measurement configuration message, wherein the measurement configuration message comprises at least one measurement configuration, at least one measurement object, at least one measurement reporting condition and an automatic switching identifier; then, the base station sends the measurement configuration message to the user device; and at last, the user device obtains the measurement configuration message, takes the measurement configuration targeted by the automatic switching identifier as an automatic switching measurement configuration, and when a measurement result of the measurement object corresponding to the automatic switching measurement configuration meets the measurement reporting condition corresponding to the automatic switching measurement configuration, switches to a target cell. Therefore, according to the technical scheme provided by the embodiment of the invention, the problem that the user device cannot perform automatic switching in the prior art is solved.
