The determination method comprises the following step of determining two parts including a tunneling thrust of the cutterhead and a tunneling torque of the cutterhead; the tunneling thrust of the cutterhead and the tunneling torque of the cutterhead are changed along the single-axis compressive strength of rock according to ratios, and are changed along a penetration degree and a diameter of the cutterhead according to a power function. With regard to the tunneling thrust of the cutterhead, the sum of power exponents of the penetration degree and the diameter of the cutterhead is 2; with regard to the tunneling torque of the cutterhead, the sum of the power exponents of the penetration degree and the diameter of the cutterhead is 3. The relation between the tunneling load of the cutterhead and each parameter is disclosed intrinsically, and the tunneling load of the cutterhead of the full cross-section rock boring machine under different geological conditions and operation states in a whole tunneling process can be calculated; foundation data is provided for designing a hard rock tunneling equipment driving and transmission system; meanwhile, evidences can also be provided for setting and real-time adjustment of thrust parameters and torque parameters in a construction process.
