The system comprises a stirring reactor and a membrane separation tank, wherein the stirring reactor is used for mixing complex-state heavy metal sludge wastewater, a pH regulation solution and a complex breaking agent to perform reaction in the stirring state, so that at least part of complex-state heavy metal ions are converted into the granular state; the membrane separation tank is connected with the stirring reactor; an interception membrane is arranged in the membrane separation tank, and used for intercepting granules in the mixed solution after reaction, the sludge granular layer formed by interception and the interception membrane further capture the granular-state heavy metal granules and the complex-state heavy metal ions which do not sufficiently react under the synergic actions, and the captured substance becomes the part of the sludge granular layer and participates in interception; and clear water passes through the interception membrane and is sent to a clear water tank by a membrane suction pump.
