The method comprises the steps of 1, seedling culture facility preparation, wherein an additional layer of greenhouse film is added in a plastic multi-span greenhouse, a simple row cover is established on a seedbed, and therefore three-layers of cover film are formed; 2, cutting shoot selection; 3, cuttage, wherein cutting shoots are inserted by inclining by 45 degrees into a light medium, the cuttage depth is 3-4 cm, and bud eyes are exposed from the medium by 1-2 cm; 4, cultivation after cuttage, wherein sufficient water is provided after cuttage, moisture preservation is achieved through the covering row cover film, nutritive water is sprayed once every five days, and the dosage of nutritive water is controlled according to the principle that the water content of the medium is 60-70%.
