The system comprises a communication subsystem and a server, wherein the communication subsystem is used for establishing communication connection from each managed aircraft to the server, and sending the received real-time data to the server when receiving the real-time data sent by an aircraft to be scheduled; and the server is used for generating management strategy information according to the real-time data and feeding back the management strategy information to the aircraft to be scheduled through the communication subsystem. Through the mode above, setting of the aircraft is not needed, and each aircraft can be controlled accurately and intelligently only through the communication subsystem and the server, thereby reducing traffic accident of the aircraft.
