The system comprises an observation tower, two atmospheric particulate samplers and two weather instruments, wherein the observation tower is arranged in the forest and the observation tower is higher than the canopies of plants in the forest; the two atmospheric particulate samplers are mounted on the observation tower in vertical gradient; the two weather instruments are as high as the two atmospheric particulate samplers. According to the system and the method provided by the invention, by determining deposition fluxes of atmospheric particulates at different heights in the forest, the dust-retention of the forest in the whole region is calculated, and a theoretical support is provided for evaluating the regulating function of the forest on atmospheric particulates.
