The video conference implementing method includes that the conference management system acquires conference information of video conferences; resources are allocated to the video conferences according to the conference information; main-session channel resources are informed to main session equipment and to session IPTV equipment, and session back-transmission resources are informed to the session equipment and the multi-image synthesis equipment, so that the session equipment can transmit session video streams to the multi-image synthesis equipment by adopting the session back-transmission resources. The multi-image synthesis channel resources are informed to the multi-image synthesis equipment, so that the synthesized session video streams are transmitted to the multi-image synthesis channel resources by the multi-image synthesis equipment; the multi-image synthesis channel resources are informed to the main session IPTV equipment, so that the main session IPTV equipment plays the synthesized session video streams by the multi-image synthesis channel resources.
