The volume controlling system comprises an audio input means connected to a speaker through an audio amplifying circuit, wherein the speaker outputs a voice signal received from another terminal device to a user; the audio input means is further connected to a first sampling circuit, which collects a volume value of the audio input means and converts the volume value to a first voltage value corresponding thereto; a first comparator is a hysteresis comparator, which compares the first voltage value with a reference voltage value, and outputs a difference voltage to a first compensating circuit in the case that a difference between the first voltage value and the reference voltage value exceeds a preset range; and the first compensating circuit is a switch controller, which outputs a pulse signal having an adjustable duty cycle according to the difference voltage, controls turn-on and turn-off of a switch tube in the audio amplifying circuit, and adjusts power output to the speaker.
