The method includes enabling a monitoring device to monitor whether a vehicle moves or not; enabling the monitoring device to monitor whether the vehicle fails or not if the vehicle does not move; enabling a traffic information center to judge whether the vehicle is in a parking prohibition area or not if the vehicle does not fail; and enabling the traffic information center to transmit illegal parking information to the monitoring device if the vehicle is in the parking prohibition area. The embodiment of the invention further discloses the monitoring device and a system for monitoring the traffic safety. The method, the system and the monitoring device have the advantages that parking of the vehicle can be monitored in real time, a driver of the vehicle can be timely reminded of illegal parking, the safety of the vehicle is monitored in real time, potential failure of the vehicle is timely reminded, related departments and adjacent vehicles are timely informed, and accordingly traffic accidents or traffic jam can be avoided.
