Abstract

The method comprises the following steps: UE (user equipment) confirms that an NAS (network attached storage) process fails in a process of switching to a target access network from UTRAN (Umts Terrestrial Radio Access Network); the UE is switched into the UTRAN again; and the UTRAN is informed that cell switching fails. With adoption of the intersystem cell switching method, device and system in the packet-switched domain service which are disclosed by the invention, the problem that the UE drops as NAS access is unsuccessful when the UE is switched into GERAN (Gsm Edge Radio Access Network) from the UTRAN is solved, system performance is improved, and user experience is improved.
