The membrane filter with the waterweed type double filtration function is characterized by comprising a plurality of membrane filter units, wherein each capillary membrane is closed on one end, and is packed and protected by a mesh cloth filter sleeve provided with one closed end. A protective membrane is respectively provided for each bundle of capillary membranes, so that a problem that roots of the capillary membranes are weak is solved; the mesh cloth filter sleeve filters fiber substances, so that the fiber substances cannot contact and wind with the capillary membranes; blocked larger suspended matters, particularly the fiber substances leave the mesh cloth filter sleeve under an action of gas disturbance, thereby achieving upward barrier-free floating.
